First edition.
This first edition was not put on the market but distributed to a privileged few before the publication of the work by the Imprimerie royale. It contains two watercolor folding maps showing the divisions of tax and drafts on French territory and a folded table of Income and expenses carried to the Royal Treasury. The “Report to the King” is one of the “economic bestsellers” of the Ancien Régime. (The printings of the Imprimerie royale were distributed to the public in some forty thousand copies). It remains a source of primary importance for the financial and fiscal history of France. In this famous plea for transparency in public finances, Jacques Necker (1734-1802), Minister of Finance to Louis XVI from 1776 to 1781, details the functioning of royal finances, the principles of its administration and the financial situation of the country. But the author also reveals the lists of pensions paid by the State to certain members of the nobility, with the names of their beneficiaries and their amounts. The scandal that followed the publication of the work led the minister to resign on May 19, 1781.
Bound with the followin pieces :
- Les Comment, ou Abrégé des objections faites contre le compte rendu par M. Necker en forme de questions, En France, 1781
ii-16 pages.
- Mémoire donné au roi par Monsieur Necker en 1778, En France, 1781

In this work, the author makes a biting satire of the government, religion and morals of the Spanish. King Charles III complained to the French government and threatened to close the entrance to his kingdom to all French people. Parliament ordered, in February 1786, that a copy of "Voyage en Espagne" would be delivered to the flames by the hand of the executioner. This auto-da-fé delighted de Langle who had written: "My work will surely be reduced to ashes: so much the better! (...) It brings good luck; the public likes burnt works.".

Charles de Calonne (1734-1802) was Necker's successor as finance minister to Louis XVI between 1784 and 1787.
After his resignation, the former minister fell out of favor and faced many attacks on his administration and France's growing deficit. In this book, he explained his defence to the king, facing five charges against the subjects of acquisitions and exchanges, operations in the revision of currencies, funds from the royal treasury provided clandestinely to support the "agiotage" (financial speculative practice), extensions of loans, and abuses of authority and other abuses of authority of all kinds.
The second book, published shortly afterwards, is the sequel in which Calonne provides many in-depth insights.

It is one of the fundamental texts in French political history and "the most important book of Constitutional Law that was published at that time and even since" (Allengry, Condorcet guide de la Révolution Française).
In this work, Condorcet is one of the first authors to claim the right to vote for women.
2. "Sur la nécessité de faire ratifier la Constitution par les citoyens", is less known but important, since Condorcet studies the question of whether, and under what conditions, a nation may confer upon an assembly the power to give it a constitution or to accept it on its behalf.
